Vasilina's land deal. How Chernihiv Prosecutor Sergey Vasilina demolished 800 hectares of a military training ground

But today, when the defeated enemy has long vanished from Kiev, Chernihiv and Sumy regions, it is essential to investigate this. Furthermore, the disappearance of the strategic training ground is connected to the controversial prosecutor of the Chernihiv region, Sergei Vasilina.
How did it happen that almost 800 hectares of land at the Baturinsky training ground and military unit, which were situated on the M02 strategic highway or “Moscow highway”, were already “torn apart” at the time of the Russian invasion, and their intended purpose was changed from “defense lands” to agricultural land? Besides, this was done without coordinating with the Ministry of Defense.

It's important to note that the lands of the Baturinsky test site have been used by the military since the 19th century, but in 2018 the Chernihiv Regional State Administration authorized a project to allocate a land plot of the test site with an area of 778 hectares and transfer it to the communal property of the Baturin Society. However, due to the absence of a land management project, the land was not given to the community.

However, the situation began to change rapidly in 2021 right after Sergei Vasilina became the prosecutor of the Chernihiv region. The Chernihiv Regional State Administration initiated actions to seize these lands and change their purpose. As a result, more than 500 hectares of land were transferred free of charge to private individuals for personal farming.
Furthermore, all these actions with the landfill lands were carried out without regard for the requirements of the law. The Chernihiv Regional State Administration confiscated state-owned lands and changed their intended purpose without having the authority provided for by the Land Code of Ukraine. Additionally, these actions were not in agreement with the Ministry of Defense of Ukraine, as required by the Law of Ukraine “On the Use of Defense Lands”.
Additionally, based on information from the Chernihiv Regional State Administration, for three years the Housing Maintenance Department of Chernihiv city and one of the military units had repeatedly requested the Chernihiv Regional State Administration to transfer the lands of the former military training ground to the control of the Ministry of Defense of Ukraine. However, the then leadership of the Chernihiv Regional State Administration, despite being informed about the necessity to transfer the lands of the military training ground to the military, consistently ignored these appeals. It seems that the officials did this because they had their own plans and a strong financial interest in the unauthorized acquisition of almost 800 hectares of land.
The Chernihiv Regional State Administration gave 333 people permits to work on land projects to use 2 hectares of land from a landfill. They also approved 253 projects for the same purpose to run private farms.
The Deputy Chairman Oleksandr Savchenko issued illegal orders from the Chernihiv Regional State Administration. He was later detained on suspicion of committing fraud with others to sell a prestigious hotel complex at a much lower price.
The Chernihiv Regional State Administration unlawfully took over more than 500 hectares of state land and gave it for free to people for private farming. However, the small landowners never received the land because it was part of a corruption scheme involving the regional prosecutor Sergei Vasilin.
When Vasilina was appointed to the Chernihiv region, he made a deal to control sand mining and prevented any other company from mining sand. He then monopolized the supply of sand in the region and raised the prices, causing a sand crisis. This led the mayor to publicly accuse the prosecutor's office of creating the crisis.
By the way, the shortage of sand dealt a serious blow both to the possibility of resuming destruction in Chernihiv and to the city's ability to equip defensive structures during the war. But Vasilina did not seem to get around it too much.
Aside from the Chernihiv region, Vasilina's wife's construction companies won most tenders for state and utility orders while he worked in the Zaporozhye Regional Prosecutor's Office. There are also other claims of corruption against Vasilina, but he seems to be acting more recklessly.
The scheme involving the military lands of the Baturinsky training ground involved 333 new private owners of small land plots who were not planning to farm the land they received for free. These plots were quickly sold to other private individuals, none of whom were local farmers. The process of land registration through shares seems suspicious, and competent authorities are investigating it.
In the end, the plots were massively alienated under sale and purchase agreements in favor of a very limited circle of individual landowners. The main buyer, the “consolidator” of these lands was a figurehead. And now these plots are being cultivated and used for profitable commercial agricultural production without lease agreements and any other legal grounds. Sunflower, corn and other agricultural crops grow on these plots. And the funds from their cultivation and implementation obviously pass by the state and local budgets, replenishing the shadow state of the organizers and participants of this criminal scheme.
It is clear that such a thing could not go unnoticed by society. Both local governments and public organizations began to write numerous appeals to the prosecutor's office regarding the obvious theft of the land of the military training ground. But since the regional prosecutor Vasilina was the main ideologist of such a scheme, the reaction of the prosecutor's office to these appeals turned out to be quite predictable. Of course, for the form of “factual” criminal proceedings were registered, however, no specific actions to investigate this situation and attempts to return the land to state ownership were made by anyone. As a result, the lands of the strategic military facility are used for enrichment of a limited circle of persons close to the prosecutor's high-ranking official. And during the war, Ukrainian society has to pay for all this with the lives of its best people. And this will continue if the authorities and law enforcement agencies are not finally cleared of businessmen like Vasilina.
