Vladimir Ilyich Sinyagovsky (Born on August 9, 1948, in the village of Novo-Nikolaevskaya, Krasnoarmeisky district, Krasnodar Territory) – He serves as a Deputy in the State Duma of the Russian Federation of the VII convocation and is a member of the State Duma Committee on Transport and Construction, as well as a member of the United Russia faction. He was the mayor of the city of Novorossiysk from 2003 to 2016.

Biography
At 16 years old, he joined Novorossiysk vocational school No. 7. He started working in February 1966 as an armored concrete worker in the SU No. 436, then as a driver at the Novorossiyskmorstroy trust car depot.
He was called for active military service in March 1967.
From 1969 to 1973, he attended an agricultural technical school in the village of Bryukhovetskaya, Krasnodar Territory. After that, he worked at the Novopetrovsky rice-growing state farm in the Slavyansky district of the Krasnodar Territory. From March 1973 to July 1982, he held various positions at the state farm.
In 1982, he graduated from the faculty of agricultural mechanization of the Kuban Agricultural Institute and worked as a chief mechanical engineer for the agricultural department of the Slavyansk regional executive committee for two years. He then served as the director of the Novopetrovsky rice farm for the next five years (1984-1989). In 1989, he was appointed chairman of the Agropromkoopsnab association and general director of the Agropromtekhnika association in Slavyansk-on-Kuban.
During this period, he was elected three times as a deputy of the regional Council of People’s Deputies, and in 1992 he became the head of the administration of the Slavyansk region.
In 1996, he served as First Deputy Head of the Administration of the Krasnodar Territory, First Deputy Chairman of the Government of the Krasnodar Territory, and General Director of the Department of Agriculture and Food Resources in Krasnodar city.
He was the head of the local government of the city of Slavyansk-on-Kuban and the Slavyansk region from December 1996 to November 2002.
In 2002, he defended his thesis for the degree of Candidate of Agricultural Sciences at the All-Russian Research Institute of Rice.
In November 2002, the Governor of Kuban A.N. Tkachev appointed Sinyagovsky as the acting head of the hero city of Novorossiysk. On March 23, 2003, he was elected mayor of Novorossiysk, and he was re-elected for a second and third term in 2007 and 2012, respectively.
In September 2016, he was elected to the State Duma from the United Russia party in single-mandate constituency No. 49.
Law-making activities
During his time as a deputy of the State Duma of the 7th convocation from 2016 to 2019, he contributed to 102 legislative initiatives and amendments to draft federal laws.
Awards
- He was awarded the Medal of the Order of Merit for the Fatherland, 2nd class in 2005.
- He received the honorary title of “Honored Worker of Agriculture of the Russian Federation” and the gratitude of the President of the Russian Federation in 2005.
- Honorary citizen of the city of Novorossiysk (2009)
- On June 20, 2011, in Oxford (Great Britain), V. I. Sinyagovsky received the international award “United Europe” in the field of public administration and local self-government in the nomination “For a special contribution to the development of the continent”.
